1o.  How is the WUF going to build houses provide food, clothing and health care for third world countries?

The WUF will not provide the basic necessities for anyone.  The WUF is set up as a Foundation to UNITE THE PEOPLE OF THE WORLD to demand these things from the current governments who have the money and power to implement the programs necessary to provide all these things.  All governments need to do is use the basic structures of their EXISTING SOCIAL AND WELFARE PROGRAMS, and simply make them available for ALL...free of charge...no red tape. 

However, to answer this specific question properly, we need some facts on how much aid is given by the US to other countries, which are NOT considered Third World Countries.

When a country receives international aid, which obviously comes only from the United States, (If, for example, France gives 2 billion dollars in aid to a country, but the US gives France 8 billion, who in reality is aiding the other countries?), what does that country do with the funds? 

The funds go to the government of the country.  After the government officials have paid the monthly lease on their Mercedes Benzes, their mansions, and their stipends are provided for, with extra incentives thrown in for a comfortable retirement fund, most of the remaining aid is used to support the military, which protects the government. 

Let's look at an example:

"...This week Zoellick attended an international conference in Oslo that secured $4.5 billion in pledges to assist the government in Khartoum and rebels in southern Sudan in implementing a peace accord that ended two decades of civil war in the south, a conflict unrelated to the one in Darfur..." 

"...Zoellick has backed up his push with suggestions that as much as $2 billion in promised U.S. aid to help implement the southern peace accord would be imperiled if the government did not address the Darfur crisis. The threat was also designed to persuade John Garang, the southern rebel leader who will be given a leading role in a new government, to get involved in Darfur or risk losing the aid money for the south..." 

Foreign aid is used to fight wars and support governments that pledge allegiance to the United States of America. 

The WUF will push for an International Law protecting a human being's right to food, shelter, clothing, and health care.  The WUF will push politicians to limit foreign aid to ONLY enforcing this International Law. 

With the law in place, the rich who govern these poor nations will be forced to provide their people with the basic necessities of life if they want to receive money to support their personal wealth and maintain their control over people.  IF we, the people, find that one penny of foreign aid given to a country is used to buy one bullet, that aid will end to that government entity, and will open the doors for companies and corporations in the private sector to move in and make money providing the basic necessities of life. 

One of the goals of the WUF is to turn the International Arms Dealers into International Food, Clothing, Shelter, and Healthcare Dealers.  We'll support their greed and desire to be rich and live in luxury, but will demand that every dollar we provide to them is used to save lives, not take them. 

In short, the answer to the dilemmas of the poorest countries is to treat them as we treat the richest countries (creating equality), giving them as much aid as we do to those countries who don't consider themselves "Third World"; and demanding that the billions and billions of dollars paid in foreign aid is used to aid the people, not enslave them and kill them.
